Select an operation, spend stars in the Armory, then drop in. Place your steel during PLANNING — the horde ignites when you say so (or when the AC-130 opens fire). Civilians evacuate to H pads on their own; your job is to keep the streets between them and the dead open. Every pad now works a real evac helicopter — it loads up to 16 civilians, lifts off, flies them out and returns; while it is away, the crowd at the pad is exposed.
